Buffy was attracted to Angel, Spike, and Dracula.The writers moved her over to Angel. It wouldn't have made sense for Cordelia to go to college with Buffy, Willow and Xander, a group of people that she quite frankly didn't like. I don't think she really had any choice in the matter. On BtVS she was always peripheral, whereas on Angel she got to be the equivalent of Xander or Willow.
